Analysis says 'conceptzia' shaped Israel's October 7 failures
A Foreign Policy analysis says Israel's military, intelligence and political systems failed systematically before the Oct. 7, 2023, Hamas attack, in which around 1,200 people were killed and 251 taken hostage. It argues the Hebrew term 'conceptzia', or security concept, coined by the 1973 war commission of inquiry, explains Prime Minister Benjamin Netanyahu's conduct. The piece says he believed Hamas was deterrable and discounted warnings of an imminent attack.
